Add qubeless on/off toggle to individual qubes

I think it would be a great feature if there was a toggle for each qube to turn off/on qubeless transactions from working.  Right now qubeless is on for the whole account and it is nice to have that feature I would see times where I want to stop transactions from processing (subscriptions that won't stop charging for instance) but I like keeping qubeless on for the benefits it offers.

  Bill qubes can be "paused" to prevent subscription charges.  I'm curious is qubeless was on if the paused bill qube will still succeed.  I hope they don't.  Anyone know the answer?
